Recommended Action
Approve the Community Services Block Grant subvention agreement No. 19F-4454 with California Department of Community Services and Development for targeted initiatives intended to support new poverty reduction programs, the expansion or enhancement of direct service programs, and/or capacity building in the amount of $30,000 for the period June 1, 2019 through May 31, 2020.

Reason for Recommended Action/Background
The Community Services Block Grant (CSBG) is funding administered by the federal government that is dedicated to assisting local communities combat poverty. Yolo County receives approximately $300,000 in CSBG funding each calendar year to provide a range of services and activities targeted at making a measurable and potentially major impact on the causes of poverty in the community, or those areas of the community where poverty is a particularly acute problem.
 
On June 6, 2017, the Board of Supervisors approved the Yolo County (“the County”) CSBG Community Action Plan for calendar years 2018 and 2019. The Community Services Block Grant is used to address root causes of poverty by addressing priorities identified in the Community Action Plan.
 
On or about December 11, 2018, the County approved the CSBG revenue agreement (State Agreement No. 19F4052/Yolo County BOS Agreement No. 18-267), for calendar year 2019 in the amount of $294,566. On April 3, 2019, the County received the attached subvention agreement from CSD in the amount of $30,000 to be used for targeted initiatives intended to support new poverty reduction programs, the expansion or enhancement of direct service programs, and/or capacity building.
 
Staff hereby recommends approving agreement No. 19F-4454 with the California Department of Community Services and Development (CSD) to receive this subvention funding, thus enabling the County to continue its work towards poverty reduction by supporting new poverty reduction programs, expanding current direct service programs, and/or administering capacity building initiatives.
