Recommended Action
Approve $220,000 amendment to Agreement No. 18-32 with Genuent Global, LLC for IT Services contract extending the term through June 30, 2020 for continuation of development of Phase 3 of the Probation case management system and related matters..

Reason for Recommended Action/Background

In December of 2017, the Yolo County General Services Department, Information Technology and Telecom Division (ITTD) sought quotes for a seasoned application developer to assist with the enhancement, maintenance and technical support of the Probation Case Management System. Four proposals were received. A candidate provided by Genuent USA, LLC was selected due to a combination of competitive rate and experience offered to the County.  During the course of this partnership, Genuent has been instrumental in developing enhancements, bug fixes, providing technical support, and extending the systems capabilities as well as provide better reporting tools in support of client needs. Contracted work was intended to conclude on June 30, 2019, with the intention of transitioning continued development, maintenance and oversight of the program to the County.

Though the Probation department has funded and collaborated with ITTD in the recruitment of in-house developers to manage and maintain the system, efforts at finding qualified candidates for the position have been unsuccessful.  In order to maintain the pace of Phase 3 development and continue to have expertise required to maintain the system and troubleshoot as necessary, the General Services recommends extension of the Genuent contract through June 30, 2020, with the intention that contract can be exited earlier, should the vacant position for in-house support be filled. Once hired, Genuent will provide a cross-training and knowledge transfer to the new developer. The contract with Genuent has been developed as a not-to-exceed contract, and once cross-training is completed, the County will have the ability to terminate the contract.
