Reason for Recommended Action/Background
The approval of this master agreement will allow Yolo County Elections to replace the county’s existing voting system which has been in place since 2006. In the first year the agreement will replace the equipment and software for ballot creation, ballot printing, ballot scanning, continued centralized vote tabulation, and result reporting in time for the March 2020 Presidential Primary and November 2020 Presidential General Election. In the second year, the agreement will replace the Disabled Access Units necessary to provide voting accommodation to voters with specific needs under the Help America Vote and Americans with Disabilities Acts (HAVA and ADA). 
In February of 2019, the Board approved a contract with the Secretary of State to receive $699,500 in reimbursement funding for voting system replacement. Since 2006, Hart InterCivic has been the trusted vendor of the county's current system and their support and expertise have been vital in contributing to the overall success of elections held in Yolo County. The new Hart Verity system has been certified to the CA Secretory of State's most current standards and will provide the voters of Yolo County with a reliable and secure voting solution moving forward.

Phase 1: $355,085. Phase 2: $299,349. Funding for the Elections system replacement was included in a reserve in the FY 2018-19 Adopted Budget. Per the agreement with the CA Secretary of State for $699,500, Yolo County will be eligible to receive a $1:$1 reimbursement for the funds expended for new certified voting systems.
