Approve a Flood Maintenance Assistance Program agreement with the State Department of Water Resources to address deferred maintenance for the County-maintained section of the Sacramento River levee system known as CSA 6. Associated actions include approval of fund acceptance and local maintaining agency authorizing resolutions; approval of a Operation, Maintenance, Repair, Replacement and Rehabilitation agreement with the Central Valley Flood Protection Board; and adoption of an associated resolution to receive $85,000 for levee maintenance activities for CSA 6. Recommended Action
  1. Approve the Flood Maintenance Assistance Program agreement with the State Department of Water Resources in the amount of $85,000 for levee maintenance activities for CSA-6 (Attachment A), and adopt the two associated resolutions (Attachment B - Resolution Accepting Funds, Attachment C - Local Maintaining Agency Authorizing Resolution);
     
  2. Approve the Operation, Maintenance, Repair, Replacement and Rehabilitation agreement with the Central Valley Flood Protection Board (Attachment D), and adopt associated resolution (Attachment E - OMRR&R Resolution); and
     
  3. Authorize the County Administrator, or his/her designee, to execute both agreements and any subsequent documentation, modifications, or amendments.

Reason for Recommended Action/Background
The State Department of Water Resources has implemented a new funding program for levee maintaining agencies called the Flood Maintenance Assistance Program.  This program is designed to provide financial assistance to these local agencies for the purposes of 1) funding a System-Wide Improvement Framework, and/or 2) implementing deferred maintenance activities.  

County Service Area 6, also known as the Snowball CSA, exists to maintain and operate approximately six miles of levee along the Sacramento River surrounding the rural community of Knights Landing. CSA-6 is already party to an existing System-Wide Improvement Framework and proposes to use the $85,000 grant for deferred maintenance activities, such as general levee maintenance (clearing debris, removing illegal encroachments, etc.), vegetation control (burning, spraying, slope dragging, etc.), and rodent control (baiting, trapping). There is no match required to obtain these funds.

As a condition of accepting this funding, the County is required to commit to signing an additional agreement with the Central Valley Flood Protection Board to assume responsibility for operation and maintenance of the project. The County already assumes full responsibility for CSA-6, therefore signing this agreement does not expose the County to any increase, or new, liability.

The funding agreement with the State Department of Water Resources will increase revenue and expenditure in the CSA-6 fund by $85,000. There is no match required. The funds are included in the proposed 2019-20 budget.
