Adopt Authorized Position and Salary Resolution to implement changes in the Community Services, District Attorney, Health & Human Services Agency, Probation and Sheriff's departments; and approve an accelerated vacation accrual rate and starting vacation balance for the unrepresented Director of Human Resources. (No general fund impact) (Nunes)
Recommended Action
  1. Adopt Authorized Position and Salary Resolution to implement changes in the Community Services, District Attorney, Health & Human Services Agency, Probation and Sheriff's departments; and
     
  2. Approve an accelerated vacation accrual rate in the amount of 5.24 hours per biweekly pay period (seventeen days per year) and starting vacation balance of 56 hours for Director of Human Resources, Alberto Lara, effective June 2, 2019.

Current Year Fiscal Impact:  $9,598 total increase for three positions
Annual Fiscal Impact:  $38,391 total increase for three positions
Source of Funds: General Fund and charges for services through city agreements
Explanation:   The increased cost of this position will be absorbed within the existing budget. When the city service agreements are renewed, the cost of the positions will be included in the cost of the department’s operations. 
Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution.

From time to time, staff recommends Board approval of accelerated leave accruals and starting leave balances upon hire for highly qualified individuals in unrepresented positions.  Human Resources recommends approval of accelerated vacation accrual in the amount of seventeen days per year and a starting vacation balance in the amount of 56 hours for Alberto Lara, who has accepted the County's job offer for the vacant Director of Human Resources position.  Alberto comes to the County with over 20 years of Human Resources experience in a variety of different areas.
