Recommended Action
  1. Adopt the plans and specifications for the County Road 27 Rehabilitation Project;
     
  2. Authorize the Director, Public Works Division to sign the Notice to Contractors;
     
  3. Authorize the Department of Community Services to advertise for competitive bids once construction authorization is received from Caltrans;
     
  4. Authorize the Director, Public Works Division to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids; and
     
  5. Authorize the Director, Public Works Division to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background
These actions will allow the Department to solicit competitive bids as soon as authorization for the construction phase is received from Caltrans, expedite the contract award, and promptly proceed with construction.
 
Background
The proposed segments of County Road (CR) 27 to be improved are shown on the location map (see Attachment A) and are listed below:
  1. CR 27 from one mile west of CR 92D to CR 93
  2. CR 27 from CR 94 to CR 95
  3. CR 27 from CR 97 to CR 98
The existing pavement on these sections of CR 27 has far exceeded its design life.  It requires extensive and frequent maintenance, and needs to be replaced.  The pavement replacement work includes two basic strategies, depending on subgrade conditions: 
  1. Completely recycle the existing asphalt and base course in-place, add supplemental aggregate base as needed and treat with cement, and overlay with hot mix asphalt.
  2. Pulverize pavement in-place, add supplemental aggregate base, grade, compact and repave with asphalt concrete.
This work will be followed by shoulder work to conform to existing grades and driveways.
 
Segments 2 and 3 will be completed with federal funds awarded to the County through SACOG’s competitive  2015 Regional/Local Funding Program.  Segment 1 was one of the sites identified in the “2018 Pavement Preservation Project” included in the final FY 2017-18 budget adopted on September 26, 2017.  Because of the proximity and similar equipment needed to do these 3 segments, they were combined to facilitate construction and minimize the duration of road closure. (The plans and specifications for the balance of the 2018 Pavement Preservation Project were previously approved for bidding at the April 24, 2018 Board meeting.) 
 
The project is expected to take approximately 30 working days to complete.  A closure of CR 27 will be required to complete the work safely. The contractor will be required to provide access to residences and businesses along closed roads at all times. Advance notification signs will be placed to direct motorists to alternate routes during the closures.
Collaborations (including Board advisory groups and external partner agencies)
SACOG awarded federal funds for Segments 2 and 3.  
Caltrans administers the federal funds for the project.
Competitive Bid Process
The competitive bid process will be completed in accordance with state and federal laws.  Bids will be opened and read publicly at the Department of Community Services.  A contract may only be awarded to the lowest responsive and responsible bidder.

The project will be constructed in FY18-19.  Of the total of $8,270,000 currently budgeted in the FY17/18 Road Fund budget for the 2018 Pavement Preservation Project, $1,370,000 is the estimated budget for the locally funded portion of CR 27 (Segment 1).  $1,755,500 in federal Regional Surface Transportation Program funds are programmed for construction of Segments 2 and 3, with a required local match of $227,500.  These funds are included in the recommended FY18-19 Road Fund budget. The total budgeted for the project  is therefore $3,353,000.  Bid results for the 2018 Pavement Preservation Project will affect the available budget authority for this project; if necessary, the final FY18/19 road budget will be adjusted following both bid openings.
