Recommended Action
  1. Adopt the plans and specifications for the construction of anaerobic composter leachate pump stations;
     
  2. Authorize the Interim Director, Division of Integrated Waste Management to sign the Notice to Contractors;
     
  3. Authorize the Division of Integrated Waste Management to advertise for competitive bids;
     
  4. Authorize the Interim Director, Division of Integrated Waste Management to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids; and
     
  5. Authorize the Interim Director, Division of Integrated Waste Management to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background
These actions will allow the Department to solicit competitive bids, expedite the contract award, and promptly proceed with construction.

Background
 
California has a statewide goal to divert 75 percent of waste from the landfill by 2020. In February 2007, the CIWMB (CalRecycle) adopted Strategic Directive (SD) 6.1, which calls for a 50 percent reduction in the amount of organics being disposed in landfills by 2020.  Organic waste makes up approximately one third of the 35 million tons of waste that is currently going to the landfill. To aid in meeting the statewide 75 percent goal, Assembly Bill 1826 was passed in September 2014 requiring businesses, including state agencies, which generate certain amounts of organic waste per week to have organic waste recycling programs on or after April 1, 2016.
 
As a result, Board of Supervisors approved the award of an agreement on July 12, 2016 to Northern Recycling for operating a diverted organic waste transfer facility at the Yolo County landfill, with the composting activities occurring at an off-site facility. In the meantime the landfill division had worked on the anaerobic composter design and Regional Water Quality Control Board approved the construction plans, specifications, and CQA plan on September 19, 2017. It is designed to anaerobically compost green waste and food waste, generate methane for electricity and produce marketable compost for agricultural purposes.
 
On April 3, 2018 the Board of Supervisors awarded the contract to construct the anaerobic composter cells to COMANCO Environmental Corporation.  For the anaerobic composter facility to be fully operational, two pump stations will need to be constructed for the purposes of both the leachate and removal system, and the leachate recirculation system.
 
It is anticipated that construction of the pump stations would start near the beginning of June 2018, and will finish by the end of October 2018.

Competitive Bid Process
Project will be advertised on Bidsync.com for competitive bidding. The competitive bid process will be completed in accordance with State law.  Bids will be opened and read publicly at the Department of Community Services-Division of Integrated Waste Management.  A contract may only be awarded to the lowest responsive and responsible bidder.

Anaerobic composter pump stations will be paid by the Sanitation Enterprise Fund, which is funded through the tipping fees collected at the landfill. There will not be an impact to the general fund. The total cost, including contingency for construction is $450,000. Funding for this item is included in the requested budget for FY 18-19.
