Approve two amendments to agreements with CommuniCare Health Centers, Inc. to collectively increase maximum compensation by $88,564 for the provision of substance use disorder treatment and child welfare services. (No general fund impact) (Larsen)
Recommended Action
  1. Approve third amendment to Agreement No. 14-71 with CommuniCare Health Centers, Inc. to increase the contract amount by $49,564 for fiscal year 2017-18 to agree with actual expenditures, for a new contract maximum amount of $900,056 for the Perinatal Non-Drug Medi-Cal services; and
     
  2. Approve sixth amendment to Agreement No. 14-132 with CommuniCare Health Centers, Inc. to increase the contract amount by $39,000 for fiscal year 2017-18 to agree with actual expenditures, for a new contract maximum amount of $954,000 for the Perinatal Drug Medi-Cal, Other Drug Medi-Cal and Child Welfare services.

Reason for Recommended Action/Background
These amendments are to increase the contract amounts for fiscal year 2017-18 to agree with actual expenditures.  Over the past quarter, CommuniCare has experienced an influx of clients utilizing substance abuse treatment programs in Yolo County, specifically clients who have active Yolo County Medi-Cal and parenting mothers who are in continued need of intensive outpatient treatment services.
 
Approval of these amendments will allow HHSA to continue to exercise its responsibilities for the Substance Use Disorder Services.

County Counsel has approved these agreements as to form.

 

Competitive Bid Process
Prior to the enactment of the FY2011-12 Budget Act, CommuniCare Health Centers, Inc. was a direct contractor to the State.  The State Budget Act realigned fiscal and administrative responsibility to provide drug Medi-Cal services from the State to the counties.  In turn, the contracting relationship and responsibilities for services shifted to the County effective fiscal year 2012-2013.  These are entitlement services and thus any willing provider can contract with us.
 
On February 26, 2018 HHSA issued a Request for Proposals (RFP) for the Substance Use Disorder Adult Continuum of Care.  Contracts will be awarded with potential start date of July 1, 2018.

No general funds are required by this action.  These services will be funded by MediCal, SAPT, and State/Local  funds.  The amount of $88,564.00 is included in the HHSA proposed budget for FY17-18.  The related funding will be included in the requested budget process for future fiscal years.
