Reason for Recommended Action/Background
CEP America is the provider for Acute Psychiatric Inpatient Hospital Professional Services to Yolo County residents who are in need of such services at Dignity Health Woodland Memorial Hospital.  They began their work on February 20,  2018. The population who meet the mental health necessity criteria set forth in Title 9, Section 1820.205, and who are in need of acute psychiatric inpatient hospital professional services, will be served by this provider.

Dignity Woodland Memorial Hospital has chosen this provider to collaborate with in order to provide professional services for patients hospitalized in need of acute psychiatric care. County Counsel has approved this Agreement as to form.
Competitive Bid Process
On July 31, 2007, the Board of Supervisors granted an approval to the Department of Alcohol, Drug and Mental Health for certain exceptions to the contract procurement policy.  According to this approval, hospital providers are classified as “Any willing providers” and are exempt from the competitive bid process. This provider was chosen by Dignity Health to provide services on their inpatient unit located at Woodland Memorial Hospital’s 3B North Unit.

Further explanation as needed:
The cost for the 2017-18 fiscal year is $110,000, which has been included in the department's recommended budget.  The cost for the remainder of the original contract term (2018-21) is $450,000, which will be included in the department’s future budgets.  The contract also allows for two optional 12-month renewals in the amount of $150,000 annually for fiscal years 2021-22 and 2022-23, which if utilized, would increase the contract maximum to $860,000.
