Adopt a resolution approving a temporary interfund transfer of $450,000 from the Wild Wings County Service Area Water Fund to the Wild Wings County Service Area Sewer Fund to address a deficit in that fund due to the necessary rehabilitation of the wastewater recycling facility to ensure continued, uninterrupted service to the community and golf course. Reason for Recommended Action/Background
Due to unexpected expenses incurred in 2017-18 as a result of lack of redundancy in the Wild Wings waste water treatment plant, deferred maintenance of the plant and State discharge permit compliance issues, all available CSA sewer funds were depleted and additional funds needed to facilitate significant rehabilitation of the wastewater recycling facility to ensure continued, uninterrupted service to the community and golf course. A temporary interfund transfer of $450,000 from the water fund is necessary to address the deficit in the sewer fund, and is expected to be repaid through a proposed sewer rate change (Proposition 218 proceedings scheduled for June 26, 2018). 
 
The Department of Financial Services has calculated the rate to replenish the water fund using a five year term, paid semi-annually after receipt of property assessments following Proposition 218 proceedings to be held on June 26, 2018. The rate of interest was estimated on what the funds would otherwise have earned if deposited in the County of Yolo Treasury. As a result, staff estimates that the annual charge to each parcel would be approximately $291 during the five-year term, or until the temporary interfund loan is repaid.
