Subject
Adopt the plans and specifications for the 2017 Pavement Rehabilitation Project and authorize the Director of Public Works to sign the Notice to Contractors, the Department of Community Services to advertise for competitive bids and the Director of Public Works to execute a construction contract with the lowest responsive bidder and approve all construction change orders. (General fund impact $1.5 million) (Echiburu/Kokkas)
Recommended Action
  1. Adopt the plans and specifications for the 2017 Pavement Rehabilitation Project;
     
  2. Authorize the Director of Public Works, or designee, to sign the Notice to Contractors;
     
  3. Authorize the Department of Community Services to advertise for competitive bids;
     
  4. Authorize the Director of Public Works to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids; and
     
  5. Authorize the Director of Public Works to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

Reason for Recommended Action/Background
These actions will allow the Department to solicit competitive bids, expedite the contract award and promptly proceed with construction.
 
Background
The proposed roads where pavements will be improved are located throughout the county as shown on the location map (see Attachment A), and as listed below. These segments were selected based on the available funds, their high level of use, and to provide pavement improvements on corridors that could benefit from the relatively lower cost pavement preservation methods proposed with this contract.  Additionally, the roads were selected since they are not eligible or unlikely to be competitive for federal funding.

On road segments where the pavement has far exceeded its design life, pavement will be replaced with an HMA treatment.  This treatment work includes two basic strategies:
  1. Grind and remove the top layer of pavement and overlay with asphalt concrete.
  2. Completely pulverize pavement in place, grade, compact and pave with asphalt concrete.
Paving work will be followed by shoulder grading to conform new pavement to existing grades and driveways.

On road segments where the pavement life can be extended, the treatment will include digging out and replacing failed areas, crack sealing, and chip sealing.  All of the pavement improvements will be followed by striping work.  
 
The project is expected to take approximately 60 working days to complete.  Road closures will be required to complete the work safely on CR 29A from I-505 to Buckeye, CR 89 from Winters city limit to CR 31, CR 89 from CR 26 to CR 27, and CR 6.  The contractor will be required to provide access to residences and businesses along closed roads at all times.  Advance notification signs will be placed to direct motorists to alternate routes during the closures.  All other roadwork will be under traffic control that will involve lane closures, and minor delays to traffic during the work day.

The City of Winters will issue an encroachment permit for detour signage in the City.

The project is budgeted in next year’s recommended Road Fund budget.  Account 503040 “Roads and Improvements” in the 2017-18 Recommended Road Fund budget contains sufficient budget authority to allow the project to be awarded in July 2017, following bidding, and following adoption of the 2017-18 Recommended Budget.  The 2016-17 General Fund monies approved for paving work are included as part of this project and have already been transferred to the Road Fund.  The 2017-18 Final Adopted 2017/18 Road Fund budget will be adjusted as required, based on actual bid results.
