Reason for Recommended Action/Background |
On January 25, 2017, the Board's Legislative Subcommittee approved a letter to the County's congressional delegation stating the County's concerns with proposed changes to the Affordable Care Act (ACA) especially in regards to potential cuts to Medicaid or a transition to a block grant or per capita funding scheme. Legislation to repeal and replace significant portions of the ACA including transitioning Medical to a per capita funding scheme, HR 1628, the American Health Care Act of 2017 was recently passed by the House. While the Senate has indicated that they may make significant changes to the legislation to preserve coverage for pre-existing conditions and other popular provisions of the ACA, Board members requested that the County adopt a resolution (Att. A) reaffirming the County's support of the ACA, as a fixed per capita funding scheme would ultimately reduce Medi-Cal funding which consequently would undermine Medi-Cal as a safety net program and also potentially increase the County's fiscal liabilities in relation to the County's mandated provision of indigent care. Staff continues to closely monitor federal healthcare legislation and debate. |
