Reason for Recommended Action/Background |
The County Archives is located inside the Library Central Services Building at 226 Buckeye Street, Woodland. The Archives occupy approximately 3,000 square feet of an existing 12,240 square foot County building. Currently, the County Archives are not located in an environment suitable for safekeeping of artifacts. The Archives remodel project consists of minor interior improvements and a potential 1,600 square foot expansion of the archives area. Interior improvements to the building would consist of new heating and air conditioning, improved insulation, lighting, energy efficiency upgrades, new storage shelving, and drywall. The potential addition would be constructed over an existing paved area adjacent to the building. The total cost of this project is estimated to be $1,999,125.
Previously, the Board authorized staff to include the project in the 2017 Capital Improvement plan projects as part of a financing plan. The Board approved that action on 04/25/17. Project approval and a California Environmental Quality Act, (CEQA) determination are necessary additional steps to ensure the project is appropriately included in this bond financing effort. With regard to CEQA, the project is categorically exempt from review pursuant to Sections 15301 (Class 1) and 15303, (Class 3) of the CEQA Guidelines.
The Class 1 exemption applies to minor alterations of existing public or private structures, and Class 3 applies to minor expansion of existing structures. There are no special circumstances that indicate that the proposed project may have a significant effect on the environment that would render either exemption inapplicable. Therefore, the proposed project is exempt from further CEQA review pursuant to Categorical Exemptions Class 1 and 3. |
