Authorize the use of IT Innovation funds to purchase CampaignDocs/eCampaign and adopt budget resolution adjusting the Assessor/Clerk-Recorder/Elections 2016-17 budget to reflect an increase of $35,355. (General fund impact $35,355) (4/5 vote required) (Yarris/Salinas)
Recommended Action
  1. Authorize the use of IT Innovation funds to purchase CampaignDocs/eCampaign, an automated FPPC and Campaign Disclosure system; and
     
  2. Adopt a budget resolution adjusting the Assessor/Clerk-Recorder/Elections 2016-17 budget to reflect an increase of $35,355.

Reason for Recommended Action/Background
The Assessor/Clerk-Recorder/Elections (ACE) Department is requesting $35,355 in IT Innovation funds to purchase CampaignDocs and eCampaign, a software program which will allow the department to reduce its existing reliance on paper hard copies and a custom database to monitor relevant campaign and political candidate data. 

ACE anticipates that utilization of this product will reduce the department's reliance on paper copies and greatly reduce the potential for errors due to the existing manual business process. The entire system would reduce staff time spent accepting paperwork from candidates over the counter and inputting information into the database, as well as needing to store paper copies and records. The Public Kiosk and Web Publishing Module would allow the public to immediately locate documentation and confirm candidate information independently, eliminating the needs for staff to research and provide paper copies.

Quotes for purchase of this system were secured through a solicitation recently completed by Stanislaus County. Due to their history working with Yolo County on the DisclosureDocs software, which ACE currently uses, Southtech Systems has been selected to provide ACE with this service, installation and on-going maintenance.
