Recommended Action |
Approve and authorize the Chair to sign the Memorandum of Understanding between the Sacramento Area Council of Governments (SACOG), the City of Winters, and Yolo County for the Grant Avenue/SR128/Russell Boulevard Corridor Improvement Study. |

The Memorandum of Understanding provides up to $200,000 in SACOG funding for the City of Winters to study alternatives and develop a preferred option to facilitate safer pedestrian and bicycle access along Grant Avenue/State Route 128/Russell Boulevard between the El Rio Villa housing community and the City of Winters.
Background:
The Yolo Housing Authority operates the El Rio Villa housing community east of the City of Winters on Russell Boulevard. Access from El Rio Villa to the City of Winters is provided by a short section of Russell Boulevard maintained by the County, and the State Route 128 freeway interchange/bridge over Interstate 505 maintained by Caltrans. This project will investigate alternatives to improve pedestrian and bicycle access through the corridor. The City will manage the project, which will:
- Identify construction, right of way, and support costs.
- Determine the appropriate level of environmental review and Caltrans approval.
- Identify future funding sources to advance the project.
The project will result in a Project Study Report that establishes alternatives and a preferred option to facilitate improvements for pedestrian and bicycle movements through the corridor, including the freeway overpass.
The SACOG Community Design Funding Program is intended to provide financial assistance to local government agencies to plan and construct projects that are consistent with SACOG’s Blueprint Principles which are Transportation Choices, Housing Diversity, Compact Development, Use of Existing Assets, Mixed Land Uses, Quality Design, and Natural Resource Conservation.
Approximately every two years, SACOG accepts applications for projects from cities, counties, transit districts and air districts from Sacramento, Sutter, Yolo and Yuba County for Community Design funds. Recognizing that smaller and rural jurisdictions can have difficulty competing, a non-competitive category in the Community Design Program provides up to $100,000 to a jurisdiction for projects meeting Blueprint goals. The City and County both applied for these non-competitive funds in the Summer 2015 funding round.
This MOU allows the SACOG funds awarded to each jurisdiction to be managed by the City. The City and the County will both provide a $10,000 local match. The project must be delivered by December 31, 2018. |
