Approve amendment to agreement with Bureau Veritas of North America, Inc. to add a Chief Building Official Classification to labor rate schedule, and appoint Carl Hefner as interim Chief Building Official. (No general fund impact) (Echiburu/Lindbo)
Recommended Action
  1. Authorize the Chair to sign an amendment to agreement with Bureau Veritas North America, Inc. to add a Chief Building Official Classification and hourly rate to the labor rate schedule of the Agreement; and
     
  2. Appoint Carl Hefner as interim Chief Building Official.

Reason for Recommended Action/Background
The Chief Building Official position is currently vacant. This is an essential position for the Building Division, which provides technical guidance to employees, assistance to customers, and authorizes the approval of building permits. The Department of Community Services needs to fill this position with contracted labor until the position is filled permanently. The current agreement with Bureau Veritas of North America, Inc. (BV) contains a labor rate schedule for various positions, but does not include the position or rate for a Chief Building Official. The rate for this position with BV is $150 per hour. The contracted labor will work three days per week at the proposed rate.

Refer to Attachment A for the amendment to the agreement.

Staff also recommends that the Board appoint Carl Hefner as interim Chief Building Official until the County has completed the recruitment process for a more permanent replacement.  Staff has reviewed Mr. Hefner’s professional background, which includes over 25 years of building industry experience, and over 14 years' experience working in the capacity of Building Official or Deputy/Assistant Building Official (Resume included in Attachment B). Therefore, staff has concluded that he has the experience and qualifications to serve in the capacity of interim Chief Building Official.

The proposed action will not cause a fiscal impact. The estimated cost of the interim Chief Building Official for the remainder of 2016-17 is $28,800, and will be balanced with the cost savings of the position vacancy.
