Recommended Action
  1. Adopt resolution authorizing staff to submit an application for No Place Like Home Program technical assistance grant funds for the development of permanent supportive housing for persons who are in need of mental health services and are experiencing homelessness, chronic homelessness or who are at risk of chronic homelessness, and receive the funds if awarded; and
     
  2. Authorize the Chair to sign the No Place Like Home Technical Assistance application on behalf of Yolo County.

Reason for Recommended Action/Background
On July 1, 2016, Governor Brown signed landmark legislation enacting the No Place Like Home program to dedicate $2 billion in bond proceeds to invest in the development of permanent supportive housing for persons who are in need of mental health services and are experiencing homelessness, chronic homelessness, or who are at risk of chronic homelessness. The bonds are repaid by funding from the Mental Health Services Act. Key features of the program include:
  • Counties will be eligible applicants (either solely or with a housing development sponsor).
  • Funding for permanent supportive housing must utilize low barrier tenant selection practices that prioritize vulnerable populations and offer flexible, voluntary and individualized supportive services.
  • Counties must commit to provide mental health services and help coordinate access to other community-based supportive services.
The program will provide $2 billion overall, broken into several categories.
  • Competitive Program: Will provide up to $1.8 billion over multiple funding rounds, with $236.6 million expected to be released in the first funding round.
  • Non-Competitive Program: Will provide $200 million.
  • Technical Assistance: Will provide $6.2 million.
The California Department of Housing and Community Development (HCD) is the organization responsible for overseeing the No Place Like Home program. HCD is currently in the process of developing program guidelines for the competitive and over-the counter components of the program. HCD expects to release the official Notice of Funding Availability for the No Place Like Home program in Winter of 2018.

In advance of releasing the Notice of Funding Availability, HCD is providing funding for technical assistance to counties. Yolo County is eligible to apply for $100,000. The funds may be used to fund a range of activities that support the planning, design and implementation of coordinated entry systems, permanent supportive housing and the accompanying supportive services for individuals with serious mental illness. Counties may indicate that they will use the funds on any range of options on the application, and can develop a more detailed plan for use of the funds at a later date.

It is staff’s recommendation that the Board of Supervisors:
  • Adopt a resolution authorizing staff to submit an application for No Place Like Home Program technical assistance grant funds, and to receive the funds if awarded; and
  • Authorize the Chair to sign the No Place Like Home Technical Assistance application on behalf of Yolo County.
