Authorize the use of Safety & Security Contingency funds to purchase security upgrades for county departments, including Assessor/Clerk-Recorder/Elections, Probation, Health and Human Services Agency, Board of Supervisors, County Counsel, County Administrator, LAFCo, Financial Services; and adopt budget resolution adjusting the General Services budget to reflect an increase of $34,447 to implement these upgrades. Recommended Action
  1. Authorize the use of Safety & Security Contingency funds to purchase security upgrades for County Departments; and
     
  2. Adopt budget resolution adjusting the General Services budget to reflect an increase of $34,447 to implement these upgrades.

Reason for Recommended Action/Background
During the 2016-17 Adopted Budget hearing, the Board set aside $100,000 in a Safety and Security Contingency fund in order to allow departments to request monies with which to enhance the security of their facilities. The following requests have been made in order to enhance security as noted.
 
Department / Location: Probation / 2880 East Gibson Road, Woodland
Request / Description: This request seeks funding for the addition of a boundary fence around the Juvenile hall to address security concerns. The lack of buffer area around our current fence allows the public to approach the A-pod housing unit windows and to conceal contraband in the recreation yard turf for in-custody youth to retrieve. The sophistication of Yolo’s juvenile offenders has increased; constructing a safety fence will decrease risk of escape, risk of exchange of contraband, risk of unauthorized communication, and risk to our staff.

Request / Description: Addition of keycard entry and remote locking systems for each entrance

Request / Description: Installation and upgrades to emergency buttons and remote locking systems for entrances
Cost: $3,068

With authorized use of Safety & Security Contingency funds, all of the above noted projects will be managed through the General Services Department, therefore we request that the Board adopt a budget resolution adjusting the General Services budget to reflect an increase of $34,447 to implement these upgrades.
