Brief Title:    Approve the Art Project for the Juvenile Detention Expansion Project

Recommended Action
  1. Receive and approve the Art Advisory Committee recommendation of artist for commission to create the artwork for the County of Yolo Juvenile Detention Multi-Purpose Facility, Woodland, in accordance with the Art Plan for this project;
     
  2. Direct Art Consultant, YoloArts, to contract selected artist; and
     
  3. Direct Art Consultant, YoloArts, with Art Advisory Committee to oversee the fabrication and installation of the artwork at the facility in accordance with the guidelines set forth by the Art Plan.

Reason for Recommended Action/Background
The Board's policy for Art in Public Places requires that a percent of all new construction be set aside to fund an art project for the new facility. The $50,000 budgeted cost of this art project is .6% of the total project costs. A team is developed for each project whose role is to review the options and make a selection.  The purpose of this item is to approve the art selected by the team for placement at the Juvenile Detention Center's new multi-purpose building.  The team consisted of the Art in Public Places Subcommittee, comprised of Supervisor Jim Provenza and Supervisor Duane Chamberlain's designated representatives; Brent Cardall, Chief of Probation; Charlotte Beal, Juvenile Justice Commission; Terry Vernon, Manager Capital Projects, Sustainability, & Energy; and local public art artists.  The proposal chosen by the selection panel is recommended and submitted by the Yolo County Arts Council dba YoloArts, in accordance with the Art Plan for this project.

SELECTION PROCESS:
• The selection panel met on November 2, 2016 to determine the locations for public art and define the artistic selection process.
• The panel identified the exterior entrance, main reception/lobby and family visiting rooms as preferable locations and elected to send out a Request for Qualifications nationwide.
• YoloArts received 120 proposals that were submitted for consideration in accordance with the Request for Qualifications.
• The panel reviewed artist qualifications on March 16, 2017 and commissioned 3 finalists, for $1,000 each, to complete site specific design proposals.

COMMISSIONED ARTIST AND PROPOSED PROJECT:
The panel reached a unanimous decision, on April 18, 2017, to recommend the proposal submitted by artist Valerie Theberge. The artist's proposal and qualifications are attached to this board letter.

Valerie Theberge and her team have extensive experience creating mosaic murals and sculptures throughout the United States and Asia, with over 30 large-scale public art installations completed. 

• The mosaic murals would be integrated into the exterior facade, to the left of the main entrance, and the interior lobby, bordering the top of the east and south walls.
• Thematically, the mosaic mural depicts the phoenix rising, representing youth learning to change and reclaim the future. The phoenix is integrated with shape, pattern and color that references Yolo County’s agricultural roots and invokes a feeling of connectivity and optimism.

Staff recommends approval of the Art in Public Places team recommendation.
