Reason for Recommended Action/Background
Neighborhood Court (NHC) is a pre-charging diversion program offered to the victim and offender as an alternative to criminal court.  Rather than filing criminal charges, the District Attorney’s Office refers certain misdemeanors and infractions to Neighborhood Court.  The Homeless Neighborhood Court (H-NHC) program, was developed in 2015, to address the growing needs of a homeless population increasingly underserved by the traditional court system. This program follows the same basic program model of NHC, but has an added Social Worker Practitioner (SWP) component to aid in the development of a targeted case plan, and provide case management services including information and assistance, goal-oriented counseling, and linkages to employment, mental health, and substance abuse services. H-NHC emphasizes physical health, behavioral health, housing, and economics (self-sufficiency) of the homeless offender.  It is not limited to first time offenders but addresses homeless individuals with varied criminal histories.
