Reason for Recommended Action/Background |
California Welfare Reform provides for three stages of child care services and payment systems. Stage One is mandated and funded by the California Department of Social Services (CDSS) and begins upon entry of a person into the CalWORKs or CalLearn Public Assistance Programs. The County circulated and distributed a Request for Proposals (RFP) for CalWORKs Stage One Child Care Services and after review, the Yolo County Children’s Alliance (YCCA) was chosen.
In this particular action we are asking that you allow HHSA to increase the current year’s contract to accommodate for continued increased volume in Stage One childcare usage by our CalWORKs clients. The amount is budgeted but the contracted amount for this year in this contract needs to be increased to accommodate client volume. This funding will cover payments to childcare providers on behalf of our clients and administrative costs by the County’s contractor.
Secondly, staff recommends approval to exercise the option to renew this contract in fiscal year 2017-18. It should be noted that the overall contract value was reduced by approximately 9% in this option. This reduction mirrors the reduction HHSA is receiving at the State level for next year’s CalWORKs single allocation funding. We are including similar reductions in other CalWORKs contracts to assist in containing program costs and making overall reductions commensurate on our funding levels for the CalWORKs program going forward. These reductions coincide with a drop in our overall CalWORKs caseload that should lead to less need in future contract iterations from our clients. |
