Recommended Action
Approve amendment to Agreement No. 16-107 (Original Agreement No. 12-90) with the University of California, Davis for on-site veterinary services, increasing the term through June 30, 2018 with compensation not to exceed $160,000 for the time period of July 1, 2017 through June 30, 2018.

Reason for Recommended Action/Background
As this agreement is made between two government entities and the provider’s contract amount with the Department is above $100,000, action by the Board of Supervisors is required.

Approval of this amendment will continue the positive working relationship between UC Davis’s Shelter Medicine Program and the County, and enables the Sheriff’s Department to work cooperatively with UC Davis to provide the most humane care possible for animals in its custody, properly fulfilling their law enforcement duties.

The Sheriff’s Department began contracting with UC Davis for on-site veterinary services in November 2004. By contracting for one veterinarian and equipping a surgery room at the shelter, Animal Services has been able to provide basic veterinary care to in-custody animals on site, eliminating the need to transport them to another location for veterinary services. This reduces stress to the animals, ensures they are receiving the most humane treatment possible, and frees up officer time previously needed for the transport. By having a vet on-site, Animal Services is now able to service all animals prior to adoption, which reduces staff time on paperwork and allows the adopter to take home their animal the same day. They are also able to offer low cost spay and neuter services to the residents of Yolo County.

This amendment extends the existing contract through the end of fiscal year 2017-18. The maximum not to exceed fiscal year compensation amount has not increased from the previous fiscal year contract amount.

This is a fiscal year 2017-18 contract. Since the associated fiscal year budget has not yet been approved by the Board of Supervisors, the contract is listed as having a potential fiscal impact.

Notwithstanding, estimated revenue and appropriations, of an amount not to exceed $160,000 related to this agreement, are included in the department's FY 2017-18 recommended budget.  Costs are funded by fees for services, including revenue received from city contracts.
