Reason for Recommended Action/Background |
The County Administrator's Office (CAO) received an award in the amount of $41,860 (with a match requirement of $2,250) through the Community Development Block Grant (CDBG) Program from the Department of Housing and Community Development (HCD) to develop a targeted study to provide County officials, current business owners and future business start-ups with a comprehensive plan designed to provide ideas on improving the economic potential of the Knights Landing community. The resulting study is attached for your review. The following twelve recommendations are discussed in more depth in the study starting on page 30.
1. Develop a roundabout on SR 113 at the Southern Entrance to Knights Landing
2. Study the Feasibility of acquiring more right of way needed for additional roundabouts
3. Adopt Pedestrian Safety roadway modifications
4. Improve Signage and Visual Image at the Southern Entrance of SR 113
5. Improve Signage and the Visual Image of the Drawbridge at the Northern Entrance of SR 113
6. Upgrade street lighting with historic style that establishes a cohesive design theme
7. Create defined parking areas and drive-throughs for parents and busses to drop-off and pick-up students at the Sci-Tech School.
8. Establish a New Public Park on a Portion of the Sci-Tech School Site Create new public spaces and facilities for residents
9. Establish a Promenade Overlooking the Sacramento River
10. Establish a New Public Plaza and Farmers Market or other mobile businesses on Privately Owned Land located along the SR 113 corridor
11. Improve the Boat Launch Area
12. Improve Broadband availability and reliability
The terms of the agreements have ended. As part of the grant Close Out Certification and Project Completion Report, a public hearing must be held in front of the governing body to give citizens a report of findings and accomplishments related to the Study and an opportunity to make their comments known regarding the project and/or funding.
Recommended next steps include re-establishing a Knights Landing Community Advisory Committee to actively seek and recommend actionable solutions to the Study’s recommendations and request assistance and/or report outcomes to the Board. Staff will bring back a formal recommendation on next steps as part of the rural initiatives process. |
