Subject
Adopt budget resolution increasing the Community Services Department's 2015-16 budget by $85,000 for additional revenue related to increased building permit activity. (No general fund impact) (4/5 vote required) (Echiburu/Short)
Recommended Action
  1. Adopt budget resolution for the Department of Community Services increasing the department's fiscal year 2015-16 budget by $85,000 for additional payments to SUNGARD, vendor for TRAKiT Land Management Software; and
     
  2. Authorize the Chair of the Board to sign the resolution.

Reason for Recommended Action/Background
Execution of the authorizing resolution is required because said funds were not included in the Department of Community Services budget for fiscal year 2015-2016; and Section 29130 of the Government Code provides for the appropriations of these funds by a four-fifths vote of the Board of Supervisors.

The 2015-2016 approved budget amount was estimated based on building permit revenue activity for fiscal year 2014-2015. However, actual permit activity in fiscal year 2015-2016 was significantly larger with a corresponding increase in revenue.  A technology fee is collected with each building permit and 83% of this technology fee is encumbered pursuant to Agreement No. 10-60 with SUNGARD as a repayment amount for the permit TRAK-it software and maintenance.  Given that the total technology fee collected is greater than originally estimated, a budget amendment is necessary in order to pay the contracted 83% of the technology fee collected to SUNGUARD.
