The County Administrator’s Office (CAO) receives funding through various Community Development Block Grant (CDBG) and Home Investment Partnership Program (HOME) special revenue accounts. The CDBG and HOME special revenue funds are part of the various programs that support Housing and Community Development improvements principally for persons of low and moderate income. Funds for these programs were not included in appropriations and estimated revenue for the CAO’s Budget for Fiscal Year 2015-16. In order to expend funds related to these programs, staff is requesting approval of the budgetary appropriations.
Special Revenue Funds derive from loan re-payments, which are approved for eligible low income residents for First Time Homebuyer Program down payments and Housing Rehabilitation Program funds (Health and Safety repairs and upgrades) for residential properties. These housing program funds were originally allocated through the State Department of Housing and Community Development in the form of written grant applications for CDBG and HOME funds dating back to 1987. Many are 30-year deferred loans however, others are shorter terms with affordable monthly payments. Recently, with housing loan interest rates being so low, residents have been refinancing and we've received lump sum payments.
Examples of CDBG and HOME fund projects which have been funded include: Madison Community Service District (CSD) for well study and water projects, Dunnigan Fire Protection District for a fire squad, Rumsey Improvement Association for the Town Hall restoration, Yolo Community Care Continuum for Safe Harbor, Yolo County Housing for Esparto Development and Mercy Housing for Esparto Multi-Family Housing.
All loan repayments and interest are considered Program Income by the State and must be used/expended before any open grant drawdowns may be requested. Approval of this budgetary authority will be partially expended this fiscal year and next for the Drought Assistance Programs, Westucky Project, Knights Landing Revitalization Study and the Esparto II Multi-Housing Construction Project. |
