Recommended Action |
- Approve the Administrating Agency-State Master Agreement No. 00490S for State-Funded Projects with CalTrans regarding administration of state transportation funds;
- Approve the Administrating Agency-Federal Master Agreement No. 03-5922F15 for Federal-Aid Projects with CalTrans regarding administration of federal transportation funds;
- Adopt the authorizing resolution identifying the Director of the Community Services Department, and the Assistant Director for the Public Works Division as the officials authorized to execute supplemental project agreements with CalTrans; and
- Authorize the Chair of the Board to sign the agreement and resolution.

Reason for Recommended Action/Background |
Execution of the revised master agreements and authorizing resolution is required for the County to remain eligible to receive state and federal transportation funding
The last master agreement with Caltrans and authorizing resolution was approved by the Board of Supervisors on January 16, 2007. That agreement was for administration of federal transportation funds. An authorizing resolution was adopted by the Board of Supervisors on November 9, 2010 updating titles and the department name.
The master agreement for administration of federally-funded projects is an update to the previous master agreement incorporating changes in federal and state rules regarding locally administered federal-aid transportation projects. It is required prior to proceeding with any new federal-aid projects.
The master agreement for administration of state-funded projects is required to implement the Safe Routes to Schools project the Health and Human Services Agency is pursuing under the oversight of the Public Works Division of the Community Services Department.
The accompanying resolution applies to both federally-funded and state-funded projects and reflects the reorganization and renaming of the Community Services Department. |
