Approve second amendment to the Joint Exercise of Powers Agreement for the Napa-Solano-Yolo- Marin County Public Health Laboratory Services to extend the term through June 30, 2019. (No general fund impact) (Larsen)
Recommended Action
  1. Approve second amendment to the Joint Exercise of Powers Agreement for the Napa-Solano-Yolo-Marin County Public Health Laboratory services to extend the term through June 30, 2019; and
     
  2. Delegate authority to the Director of Health and Human Services Agency or his/her designee to sign and execute any additional forms, documents and/or Amendments as necessary relating to this agreement.

Reason for Recommended Action/Background
The Solano County Public Health Laboratory is a State-approved laboratory with Federal Clinical Laboratory Improvement Amendments (CLIA) accreditation and Environmental Laboratory Accreditation Program (ELAP) certification. The laboratory is critical to the public health and environmental programs of Solano, Napa, Yolo and Marin Counties. The laboratory performs epidemiologic tests to identify and control infectious diseases and pollution of air, water, and food. Some of the main functions of the laboratory are to perform routine public health laboratory testing for tuberculosis, rabies, communicable diseases and water quality. The laboratory also identifies agents of bioterrorism, such as anthrax, salmonella and E. coli. Previously the Yolo County Board of Supervisors approved Amendment #2 (Yolo County Agreement #12-48) of the Joint Exercise of Powers Agreement authorizing Yolo County to join the Napa-Solano regional Public Health Laboratory to create the Napa-Solano-Yolo County Public Health Laboratory effective July 1, 2012; and Amendment #3 (Amendment #1 to the Yolo County Agreement #12-48) to the Joint Exercise of Powers Agreement extending the Agreement through June 30, 2016 and adding Marin County effective July 1, 2013 to create the Napa-Solano-Yolo-Marin County Public Health Laboratory. This Amendment #4 (Amendment #2 to the Yolo County Agreement #12-48) extends the term through June 30, 2019; and establishes the billing rates/fee schedule for fiscal year 2016-17 for tests requested by third parties. The Solano County Public Health Laboratory charges private entities, citizens, governmental agencies, clinics and private hospitals for the various tests performed.

There are no costs associated with this agreement in the current fiscal year. All fees are paid by third parties who request these tests. Ongoing county participation fee starting next fiscal year will be approximately $180,000 which will be included in budget requests for FY1617.
