Recommended Action
Approve the amendment with Stericycle Environmental Solutions, Inc. (Stericycle) to continue to provide services for household, loadcheck and conditionally exempt small quantity generator hazardous waste management collection and disposal services for the term July 1, 2016 through June 30, 2017 for $450,000, and authorize the Chair of the Board to sign the Agreement.

Reason for Recommended Action/Background
The County has sponsored Household Hazardous Waste (HHW) collection programs for unincorporated residents and businesses and for the residents and businesses of the City of Woodland, Winters, West Sacramento and Davis since 1993. These service programs provide a safe and convenient disposal option for HHW materials.

Health and Safety Code §25218 requires that counties and cities provide for the collection of HHW and conditionally exempt small quantity generator (small business) waste as a community service to ensure proper handling and disposal of the material. The Permanent Household Waste Waste Facility (PHHWF) programs held at the Landfill have proven to be very successful in preventing HHW from being disposed of in the landfill, however, controlled pharmaceutical substances are still ending up in local sewer/water systems, or illegally dumped in the County landfill. Additionally the County landfill receives lawn mowers, edgers and other oil or fuel filled units that have been illegally dumped along the roadside and at the metal recycling area of the landfill. These items need to be processed and drained prior to recycling.  The terms of this Amendment will provide for the Contractor to provide that additional service as well.  The current Agreement expires June 30, 2016, and an amendment is needed to continue the existing services as well as add these valuable new programs to protect the water and land in Yolo County.
Collaborations (including Board advisory groups and external partner agencies)
The PHHWF is permitted through the State Department of Toxic Substances Control, Yolo County Environmental Health, and the Yolo-Solano Air Quality Management District. The California Highway Patrol, Yolo County Sheriff, and the Davis Fire Department are on the emergency response team and will be called upon to assist in the event of an emergency. County Environmental Health personnel will be on-call for each event. County Counsel has approved the Agreement as to form.

This Amendment will have no general fund impact. The costs of operating the Permanent Household Hazardous Waste Facility (PHHWF) program are paid through disposal fees collected at the Yolo County Central Landfill.  Sufficient funds are budgeted annually to cover the cost of the HHW program.
 
In addition to the existing scope of services for the PHHWF program, this Amendment includes the addition of a disposal system for discarded or expired controlled pharmaceutical substances and processing of equipment containing free flowing hazardous liquids such as fuel.  The annual value for these additional services is estimated at $7,000. However, this Amendment allows for these additional services to be provided at no additional charge to the County.
 
The current Agreement (12-96) has a contract limit of $450,000 which has been sufficient to cover the costs of the PHHWF program for the past four years.  This Amendment will extend the existing service and add the above mentioned additional services all within the existing contract budget of $450,000 per year.
