Subject
Approve agreement with the State of California Department of Food and Agriculture, in an amount not to exceed $141,290, for County staff to work cooperatively with existing Detector Dog Teams to detect the presence of any unwanted plant pests in parcels, airfreight and nursery stock, including species, diseases or other harmful organisms that may pose a threat to the economic well-being of the State from July 1, 2016 to June 30, 2017. Recommended Action
Approve, and authorize Agricultural Commissioner John Young to sign Agreement 16-0213-SF between the State of California Department of Food and Agriculture (CDFA) and the County of Yolo Agriculture Department for County staff to work cooperatively with existing Detector Dog Teams to detect the presence of any unwanted plant pests in parcels, airfreight and nursery stock, including species, diseases or other harmful organisms that may pose a threat to the economic well-being of the State.

Reason for Recommended Action/Background
The United States Postal Service (USPS) distribution center in West Sacramento, California serves 20 counties in central and northern California.  Yolo County inspectors have been working with the Sacramento County and Contra Costa County Detector Dog Teams to inspect a sample of the parcels moving through the USPS facility, and have intercepted many pests of quarantine significance.

This agreement provides necessary funding to continue the successful USPS dog teams inspection program through the 2016-2017 fiscal year.

The Agriculture Department consulted with CDFA, the United States Department of Agriculture (USDA), the Sacramento County and Contra Costa County Detector Dog Teams, County Counsel and the County Administrative Office regarding this agreement.

Funding for dog teams inspections is included in the Agriculture Department's 2016-2017 budget.  The cost for postal inspections will be offset by reimbursement from CDFA.
