Recommended Action
  1. Adopt resolution listing proposed projects for Road Maintenance and Rehabilitation Account (RMRA) funds, and authorize the Chair of the Board of Supervisors to sign the resolution; and
      
  2. Direct staff to forward the resolution to the California Transportation Commission.

Reason for Recommended Action/Background
Pursuant to the California Streets and Highways Code, section 2034(a)(1), prior to receiving an apportionment of RMRA funds from the State Controller in a fiscal year, the Board must approve a list of proposed projects pursuant to a resolution (Attachment A) adopted at a regular public meeting, and submit it to the California Transportation Commission (CTC).
 
Enacted in 2017, SB-1 provides funding for transportation infrastructure maintenance and repair, including the maintenance of local streets and roads.  To ensure transparency in the use of RMRA funds, the law requires that eligible jurisdictions must adopt a resolution annually with proposed projects. The list of proposed projects for FY2018-19 is provided in Exhibit A of the attached resolution, and shown graphically on the location map (Attachment B), along with projects proposed in future years.
 
Criteria used to select the proposed road projects include the following:
  • Use the County’s Pavement Management System to quantitatively identify candidate projects and treatments
  • Give priority to corridors that serve the most traffic.
  • Consider the likelihood that a corridor or project may qualify for alternative funding sources.
  • Give priority to segments that presently require excessive road repairs
  • Identify better quality pavements whose life can be extended with lower cost preventative maintenance treatments, to extend service life in a cost-effective manner.
  • Schedule projects in a given year within the same general proximity to reduce mobilization costs and achieve economies of scale
  • Select methods and sequencing to allow material recycling, where feasible, to enhance sustainability.

The CTC publishes the project lists received from jurisdictions, and authorizes the State Controller to disperse RMRA funds to jurisdictions that have submitted project lists.

This action will allow the County to receive RMRA funds in FY2018-19.  The current estimate of FY2018-19 RMRA revenue is $3,820,000. These funds and the proposed projects will be included in the FY2018-19 Road fund budget during the upcoming budget development and approval process.
