Background
Natural Resources staff issued a Request for Qualifications (RFQ is provided as Attachment B) in November 2015 in anticipation of the the State Department of Water Resources (DWR) opening the Small Communities Flood Risk Reduction funding program in 2016. MBK Engineers was rated the most qualified respondent.
The Proposal Solicitation Package (PSP) was issued by DWR in November 2016 and Yolo County submitted proposals for three communities: Clarksburg, Knights Landing, and Yolo. DWR awarded funding for all three proposed feasibility studies in April 2017. County staff has been working diligently since that time with DWR to finalize the scopes and work plans for each study. The final contracts for each study are provided as attachments C-E to this staff report.
Scope of Work
The consultant will provide project management and engineering in support of conducting flood risk reduction feasibility studies for the communities of Clarksburg, Knights Landing, and Yolo. Each study, though conducted independently of each other, will address the following:
- Robust stakeholder outreach and coordination
- Identification of problems and opportunities
- Flood source identification
- Quantification of flood risks and potential damages
- Formulation, evaluation, and selection of flood risk reduction alternatives
- Cost estimates, financing alternatives, and project phasing
- Final feasibility report submittal to DWR
Study Costs:
Clarksburg Flood Risk Reduction Study: $420,173
Knights Landing Flood Risk Reduction Study: $388,724
Yolo Flood Risk Reduction Feasibility Study: $414,854
Project Management and Engineering: $246,249
CEQA Determination
The feasibility studies are categorically exempt from CEQA pursuant to Sections 15304 (Minor Alterations to Land) and 15306 (Information Collection). The studies are also statutorily exempt under Section 15262 (Feasibility and Planning Studies). Notices of Exemption have been filed with the State Clearinghouse and are provided as Attachment F to this staff report. |
Collaborations (including Board advisory groups and external partner agencies) |
Staff has coordinated with the State Department of Water Resources, the Lower Sacramento - Delta North Regional Flood Management flood planning group, and various internal staff on the development of the scope. Robust collaboration within each community is part of the scope of work for each feasibility study. |
Competitive Bid Process |
Staff released an RFQ for these services in November 2015. Six complete submittals were received in response to the RFQ. The RFQ is provided as Attachment B to this staff report.
Evaluation Criteria Included in RFP
- Experience in preparing flood management feasibility studies;
- Experience working on levees regulated by the Central Valley Flood Protection Board (CVFPB) and the U.S. Army Corps of Engineers (USACE);
- Knowledge of the Central Valley Flood Protection Plan, Lower Sacramento River/Delta North Regional Flood Management Plan, and Sacramento River Basin-Wide Feasibility Study; and
- Qualifications, experience, and client service of key personnel, as well as ability to provide high-quality deliverables and cost-efficient service.
Cost of Proposal
The hourly rate for professional engineering and project management submitted with the six (6) Statements of Qualifications received ranged from $200 - $282 per hour, with the average hourly rate calculated at $234 per hour. The hourly rate negotiated with the most qualified respondent, MBK Engineers, is $230 per hour. |
