Recommended Action
  1. Approve one-time provision of funding to West Sacramento Northern California Construction Training in the amount of $57,459 to assist in sustaining the program through the end of the 2016-17 fiscal year; and
     
  2. Adopt budget resolution to increase the fiscal year 2016-17 budget of the County Administrator's Office by $57,459 for that purpose.

Reason for Recommended Action/Background
West Sacramento Northern California Construction Training (NCCT) is currently experiencing a budget shortfall of $57,459 for fiscal year 2016-17 due to a significant reduction in contribution from their largest funding source. In response, County staff and West Sacramento NCCT developed strategies to diversify and improve funding resources for the long-term sustainability of their programming. While these strategies are in the process of implementation, West Sacramento NCCT is in need of funds to continue operating through the fiscal year. Therefore, staff recommends the Board of Supervisors approve a one-time provision of $57,459 ($39,953 from Pomona Funds and $17,506 in General Fund contingency) to sustain West Sacramento NCCT programming through the end of FY 2016-17. This request has been reviewed with the Board of Supervisors Chair and Vice Chair who recommend approval.

Background
West Sacramento Northern California Construction Training is a branch of the NCCT non-profit organization; which has operated in the region for nearly 25 years. It provides pre-apprenticeship training programs for adults and juveniles, including those in-custody or on probation/parole, to prepare them for entry into apprenticeship training programs in a variety of construction trades. There are low barriers to entry into the programs and they are provided at no cost to the student.

Students receive training in the classroom as well as hands-on building experience in construction trades work while under the supervision of a journeyman carpenter. The classes include preparation for apprenticeship entry exams and assistance with obtaining a GED for those without a high school diploma. Upon completion students are offered the opportunity to join a paid construction trades apprenticeship training program of their choosing; when positions are available. Ultimately, the work of West Sacramento NCCT benefits the community through the no cost training and job placement it provides to individuals as well as the low-cost construction projects students conduct throughout the area.

Structure
West Sacramento NCCT is a branch of the overall NCCT organization, but operates with its own programming and staff. It serves individuals from both Yolo and Sacramento County and partners with many local businesses and unions for job placement for their students (such as Clark Pacific, Carpenters Local 46, Laborers Union Local 185-Granite Construction, etc.). Two programs are operated by West Sacramento NCCT: an adult program and an ROP program for youth through the Washington Unified School District (WUSD). In the year 2016 alone, the adult program graduated 57 students of which 50 (88%) were employed by graduation; 35 specifically employed in the construction field.

Fiscal Deficit
West Sacramento NCCT operates on a budget of $226,515 per year to provide the adult and youth programs. Up until FY 2016-2017 the programs received only two funding sources: a contract with WUSD and a grant from the Sacramento County Office of Education (SCOE). Due to changes in funding, SCOE had to substantially reduce its contribution to the West Sacramento NCCT for FY 2016-2017, resulting in an annual deficit that is anticipated to be $191,515 (See Attachment B: West Sac NCCT Budget). Over the course of the year, West Sacramento NCCT has sustained programming through NCCT allocating funds from other programs and assistance from their own staff. At this point in time, the West Sacramento NCCT is operating its programs through June with no funding at a cost of $57,459 ($19,153 per month for 3 months).

Sustainability Plan
To ensure the continuation of the program, County staff along with the District 1 Office began meeting with West Sacramento NCCT and regional stakeholders in late 2016 to discuss potential options. Based on these discussions, strategies were developed into an action plan (See Attachment C: Action Plan).

Strategies focus on diversifying funding sources, which includes obtaining additional partnership contracts and switching to a fee-for-service model where each student is linked to a funding source upon entry into the program (Example: WIOA or CalWORKs).  West Sacramento NCCT is also exploring the potential of generating additional revenue through having students create products for sale. Implementation of these strategies is expected to take some time to develop and will continue over the course of this year.

In the meantime, West Sacramento NCCT partnered with Washington Unified School District (WUSD) on a grant through the California Apprenticeship Initiative Pre-Apprenticeship Program. This grant was recently awarded and, while the funding amount to be received is not yet known, it is anticipated to cover 20 months of operations. Additional short term strategies of increasing student recruitment and outreach for stakeholder contributions proved inadequate to fully cover the FY 2016-2017 shortfall.

At this time it is the request of staff that the Board of Supervisors approve the one-time provision and adopt the subsequent budget resolution of $57,459 ($39,953 from Pomona Funds and $17,506 in General Fund contingency) to sustain West Sacramento NCCT programming through the end of FY 2016-2017. This will allow time for the grant funds to be awarded and for West Sacramento NCCT to work on diversifying their funding sources through implementing new practices and partnerships.
