Reason for Recommended Action/Background
The Yolo Bowmen Archery Club has been managing the archery range at Grasslands Regional Park, 30475 County Road 104, south of Davis for approximately 30 years. The master agreement expired June 30, 2015, but was extended in order to continue negotiations for a successor agreement. That agreement expired on December 31, 2016, at which time the archery range was closed. A follow up meeting took place in early 2017 with the Bowmen and both parties agreed a new agreement was possible.

At the February 21, 2017 Board of Supervisors meeting, the Board approved another short term lease that allowed the Bowmen to continue to operate until April 30, 2017 while negotiations continued. The Director of General Services is requesting signature authority for an additional extension for concession and management of the archery range, in order to continue negotiations, which are progressing positively. If negotiations for continued operation by the Yolo Bowmen are not successful by October 31, 2017, the department intends to release a Request for Information (RFI) seeking proposals for another organization to manage and operate the archery range or equivalent recreation opportunity.
