Adopt Authorized Position and Salary Resolution to implement changes in the Agriculture, Assessor/Clerk-Recorder/Elections, Library and Probation departments; adopt resolution providing for At-will appointments to County positions; amend Yolo County Supervising Attorneys Association MOU section 8.1.1. (No general fund impact) (Rowland)
Recommended Action
  1. Adopt Authorized Position and Salary Resolution to implement changes in the Agriculture, Assessor/Clerk-Recorder/Elections, Library and Probation departments;
     
  2. Adopt resolution providing for At-Will appointments to County positions to remove Executive Assistant to the County Clerk/Rec/Assr; and
     
  3. Amend Yolo County Supervising Attorneys Association MOU section 8.1.1 to reflect an effective date of July 10, 2016 for the equity increase and extend the same provision to unrepresented attorneys.

Explanation: The reduction in class level results in a cost savings for the department. There is no general fund impact as a result of this recommendation.

Position: Legal Secretary II
Budgeted Amount: $76,417
Increase from 16/17 Budgeted Amount: $381
If Partial Year, Full Year Impact: $78,891
Source of Funds: Realignment/AB109
Explanation: There is no general fund impact as a result of this recommendation. This increase cost to the position will be fully funded by Realignment and AB109 funds. 
Reason for Recommended Action/Background
See Attachment A for changes to the Authorized Position and Salary Resolution.  Approval of the At Will Resolution is required when adding or removing titles designated as positions which serve at the pleasure of the appointing authority.

The 2016-19 agreement with the Yolo County Supervising Attorneys Association was approved by the Board on April 4, 2017.  Section 8.1.1 did not accurately reflect the tentative agreement between the parties and thus requires amendment as follows:
"Effective with the first full pay period in July, 2016, all represented classification shall receive a two percent (2%) cost of living adjustment.  Effective with the pay period that includes January 10, 2017  July 10, 2016, all represented classifications shall receive a one percent (1%) equity adjustment."  There is no increased cost for this action as the costs reflected in the original action included this cost.  As with the original approval on April 4, 2017, the same amendment occurs for unrepresented attorneys.
