Recommended Action |
- Adopt budget resolution allocating additional funds for the Yolo Library construction project in the amount of $200,000; and
- Approve contract with Moore Iacofano Goltsman, Inc. (MIG) in the amount of $114,894 to provide a California Environmental Quality Act Study and an environmental impact report for the Yolo Branch Library.

Reason for Recommended Action/Background |
Additional funds are needed for the Yolo Branch Library construction project to cover the cost of the site work and installation of a modular building which will allow library services to continue during the construction phase for a new Yolo Branch Library.
Funds are also needed to cover the beginning phases of the California Environmental Quality Act (CEQA) Study for this branch. During December 2016 the Library issued a request for proposals for the services of a consultant to provide CEQA consulting services for the Yolo Branch Library. The CEQA review will cover two separate, adjacent legal parcels:
- The existing Yolo Branch Library located at 37750 Sacramento Street in the town of Yolo, CA.
- Property is zoned Public Quasi-Public (PQP)
- The existing structure is in the National Register of Historical Resources (N1666)
- The adjoining property currently owned by Pedro C. and Oralia G. Juarez
- Negotiations underway between County and owner’s to acquire property, which would allow for expansion of Yolo Library project
- Property is zoned Low Density Residential (R-L)
At this time we are asking for funding to cover both the installation of the modular and beginning phases of the CEQA study, and are asking that the Board approve the contract with MIG, the company who is being awarded the contract to do the CEQA study. |

The cost of site work and installation of the modular building is estimated to be $160,000. The total cost of the CEQA study is $114,849, of which $40,000 is projected to be spent in 2016-17. These adjustments, totaling $200,000, are reflected in the budget resolutions for both the Yolo Library CFP and DIF fund.
In addition, the budget resolutions include the following cleanup adjustments:
- $12,542 in use of fund balance in the Yolo Library fund for architectural design costs. This is the remaining balance from a transfer approved in 2015-16;
- An additional $50,000 transfer from the DIF fund, also for preliminary design work. This amount was included in the 2016-17 Adopted Budget for the Yolo Library, but was inadvertently excluded from the DIF fund budget.
