Reason for Recommended Action/Background
The Yolo County General Services Department (GSD), Parks Division, operates and maintains a boat launch facility on behalf of the State of California Wildlife Conservation Board under a long-term management agreement, which currently extends through 2023. This facility provides the public with recreational opportunities such as river access, picnicking, fishing and boat launching. Staff estimates that the facility provides the public with over 15,000 annual user days per year (including 5,000 boat launches). At the January 26, 2016 Board of Supervisors meeting, a $1,435,000 grant application to the Wildlife Conservation Board for improvements at the Knights Landing Boat Launch Facility was approved by the Board. This approval included an initial General Fund Contingency commitment of $240,000. However, of this 15% match, $180,000 will be reimbursed by the Wildlife Conservation Board after successful completion of the project. Final net cost to the County will be $60,000.

On February 23, 2017, the Wildlife Conservation Board formally awarded Yolo County with the full grant amount, and on April 18, 2017, a Notice to Proceed (NTP) was received by General Services.  In planning for receipt of this NTP, the division competitively sought qualifications for a firm or consultant to provide services for the extensive environmental work and coordination between various permitting agencies that will be required prior to construction. Seven submissions were reviewed and scored by GSD staff and a representative from County Counsel.  Raney Planning & Management, Inc., scored highest and a contract was offered.

Raney Planning & Management, Inc., anticipates that the required environmental assessments and permitting will take approximately 18-24 months to complete. Construction dates will be determined through the permitting process and the division will return to the Board of Supervisors with an update once this date is determined.
