Authorize advertisement for construction of County Road 27 Rehabilitation Project (CR 27 from 370 Feet East of CR 98 to CR 99 Intersection). (No general fund impact) (Echiburu/Comingore)
Recommended Action
  1. Adopt the plans and specifications for rehabilitation of CR 27 (From 370 Feet East of CR 98 to CR 99 Intersection).
  2. Authorize the Assistant Director for Public Works of the Department of Planning, Public Works and Environmental Services to sign the Notice to Contractors.
  3. Authorize the Department of Planning, Public Works and Environmental Services to advertise for competitive bids once authorization to proceed with construction is approved by Caltrans.
  4. Authorize the Director of Planning, Public Works and Environmental Services or the Assistant Director for Public Works to execute a construction contract with the lowest responsive bidder, provided the contract amount does not exceed available funds, or to reject all bids.
  5. Authorize the Director of Planning, Public Works and Environmental Services or the Assistant Director for Public Works to approve all construction change orders, provided the contract amount does not exceed available funds for the project.

These actions will allow the department to solicit competitive bids, expedite the contract award, and promptly proceed with construction.

BACKGROUND

County Road (CR) 27 provides an East-West corridor for traffic traveling from the Madison-Esparto area to east Woodland-Davis area of Yolo County. The CR 27 segment between CR 98 and CR 99 carries approximately 2,000 vehicles per day at 85 percentile speed of 62 miles per hour. This project will rehabilitate the segment of CR 27 between CR 98 and CR 99 as well as the intersection of CR 27 and CR 99. A portion of CR 27 west of this project was rehabilitated in 2013 as part of the CR98 Safety Improvement Project, CR 99 south of this project was rehabilitated in 2008, CR 27 east of this project was rehabilitated in 2000, and CR 99 north of this project received a chip seal in 2006. The existing pavement along County Road 27 between CR 98 and CR 99 has far exceeded its design life. In addition to cross-county traffic on CR 27, this segment also carries heavily-laden delivery trucks from surrounding agricultural operations and the local aggregate plants. The large quantity of truck traffic will continue to deteriorate this road segment and increase road maintenance costs. This rehabilitation project will recycle the existing road pavement using full depth reclamation techniques. Cement will be added to the recycled materials to create a strengthened base, which will be topped by a layer of hot mix asphalt to increase the strength of the pavement section, reduce maintenance expenditures, and improve conditions for motorists.

County Road 27 will be closed to through traffic for a total of 25 days during construction. Advance notification signs will be placed to direct motorists to alternate routes during the closure.

A request for authorization to proceed with construction was submitted to Caltrans on March 12, 2015. Advertisement for bids will begin after the County has received the authorization to proceed with construction from Caltrans.

Further explanation as needed:
The engineer’s estimate including contingency and construction engineering is $831,922. The construction project will start and finish in FY 2015/16 and sufficient funds have been recommended in the FY 2015/16 road fund budget. Federal transportation funds will reimburse the road fund at 88.53 % for a maximum of $736,500. The minimum matching local funds are $95,422. The local matching funds are available in the road fund.
