Approve amendment to the Yolo Energy Watch agreement with Pacific Gas & Electric Company increasing the grant amount to the County by $20,000 to support the City of Davis’ participation in the Georgetown University Energy Prize Program. (No general fund impact) (Blacklock/Dickinson)
Recommended Action
  1. Authorize the County Administrator to execute the amendment to the Pacific Gas & Electric Contract Work Authorization (No. 2500758153) increasing the grant amount by $20,000.
  2. Authorize the Chair of the Board of Supervisors to approve any further actions necessary to effectuate the change order, including the execution of any related PG&E documents.

Reason for Recommended Action/Background
On June 29, 2010 the Yolo County Board of Supervisors approved an agreement (No. 4400004652) with Pacific Gas and Electric Company (PG&E) to form the Yolo Energy Watch (YEW) program. YEW brings approximately $1.2 million to Yolo County for advancing energy efficiency in governmental, business, residential, industrial and agricultural facilities. The YEW program is a contract between PG&E and the County of Yolo, but it also provides benefits to all the jurisdictions in Yolo. The YEW program is an outgrowth of the county-sponsored Climate Change Compact of Yolo County and utilizes Public Purpose Program funds to assist local government, businesses, resident and others in increasing energy efficiency and reducing greenhouse gas emissions. A more detailed description of YEW is provided in Attachment A.

The amendment (provided in Attachment B) will increase the YEW grant amount from PG&E by $20,000 to support the City of Davis’ participation in the Georgetown University Energy Prize (GEUP) program. GEUP challenges small and medium size residential communities to achieve innovative, replicable, scalable and continual reductions in the energy consumed by residential and municipal customers. The City of Davis has been selected as one of the cities allowed to participate in the competition, which has a projected $5M national incentive prize.

PG&E is supporting this project (through the Yolo Energy Watch) by funding some of the costs associated with participation in GUEP. The City will use the funding for a variety of marketing, outreach, planning and education activities. The City will be provided a portion of the funds in advance, with the balance to be paid when the activities are completed. The City will submit invoices to the County to receive the funding, and the County will pay using funds from YEW.
