Recommended Action
Approve fiscal year 2015-16 membership dues for Greater Sacramento Area Economic Council in the amount of $9,874 and authorize County Administrator to enter into economic development agreement with Greater Sacramento Area Economic Council.

Appoint Supervisor Don Saylor as the existing SACTO Board liasion to be the new Greater Sacramento representative, and seek modification of the attached agreemento allow a Board member not currently serving as Chair to serve as the appointee.

Reason for Recommended Action/Background
The Greater Sacramento Area Economic Council (Greater Sacramento), the successor organization to the Sacramento Area Commerce and Trade Organization (SACTO), was formed and is led by regional CEOs to retain, attract, grow, and create sustainable businesses throughout the region’s six counties: El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba. Working together with local governments, Greater Sacramento seeks to strengthen the region’s job-creating capacity while developing and advancing Sacramento’s brand and story.

Given the organization's collaborative public-private focus, Greater Sacramento has structured itself as a public-private partnership giving all communities investing at the same per capita amount equal access and governance rights. For its first fiscal year, Greater Sacramento is targeting a $4 million budget with a 3:1 ration of private to public funds. At the investment level of $0.40 per capita for local governments (a $0.15 per capita increase over SACTO's dues), Yolo County's membership dues would be $9,874 for FY15-16 and would be included in the County's FY15-16 budget. Local governments participating at the full per capita level and enter into an economic development agreement (Attachment A) with Greater Sacramento are entitled to a seat on Greater Sacramento's Board, staff participation in the Economic Development Directors Taskforce (Greater Sacramento's lead group for developing and coordinating business attraction and expansion efforts) and access to Greater Sacramento's research staff and analytics. County staff, in addition to staff from the cities of Davis, West Sacramento, and Woodland, are already participating in the Economic Development Directors Taskforce.
