Approve and authorize the Chair to sign First Amendment to Agreement with the California Department of Public Health to amend Exhibit A, Scope of Work; amend Exhibit B, Budget to increase the funding for fiscal year 2014-15 by $116,438 for a new contract maximum amount of $1,582,295 for the Public Health Emergency Preparedness Program for the period July 1, 2014 through June 30, 2017; and delegate authority to the Director of Health Services or his/her designee to sign and execute any additional forms, documents and/or Amendments as necessary relating to this Agreement. Recommended Action
  1. Approve and authorize the Chair to sign First Amendment to Agreement with the California Department of Public Health to amend Exhibit A, Scope of Work; amend Exhibit B, Budget to increase the funding for fiscal year 2014-15 by $116,438 for a new contract maximum amount of $1,582,295 for the Public Health Emergency Preparedness Program for the period July 1, 2014 through June 30, 2017.
     
  2. Delegate authority to the Director of Health Services or his/her designee to sign and execute any additional forms, documents and/or Amendments as necessary relating to this Agreement.

Reason for Recommended Action/Background
This Agreement is made under the authority of California Health and Safety Code, Sections 101315 to 101319.  The State of California, Department of Public Health (CDPH) receives federal funds from the National Hospital Preparedness Program and Public Health Emergency Preparedness Cooperative Agreement Programs.  The legislature has appropriated the federal funds to CDPH in the annual Budget Act for allocation by CDPH to the local health jurisdiction and/or local entity.

Approval of this Amendment will allow the Department of Health Services to receive the additional funding and continue to support the development, training and enhancement of the Health Department Emergency Preparedness and Response Planning efforts, as required by the Centers for Disease Control and Prevention (CDC) and the Local Grant Application Guidance.

Contracting History:
On October 21, 2014, the Yolo County Board of Supervisors approved original Agreement with California Department of Public Health in the amount of $1,465,857 for the period July 1, 2014 through June 30, 2017.
Collaborations (including Board advisory groups and external partner agencies)
The Yolo County Board of Supervisors appointed the Emergency Medical Care Committee as the advisory council for the Department of Health Services Emergency Preparedness and Bioterrorism Response Grant.  Participating partners include members from the Office of Emergency Services, local and regional hospitals, and community health agencies, law enforcement, fire departments, emergency medical responders, the Red Cross, the University of California Davis and other county departments.

No general funds are required for this Amendment.  This Amendment provides additional federal funding for the Public Health Emergency Preparedness Cooperative Agreement Program.  Fund 019 has already been established to hold these Federal funds in isolation as required.  The department will return with a combined budget amendment if necessary near year end to reflect changes in multiple programs.
