Approve and authorize the Chair to sign First Amendment to Agreement with the California Department of Public Health to increase contract amount for federal fiscal year 2014-15 by $42,128.17 from unspent funds during federal fiscal year 2013-14 with no change in contract maximum amount, for the Nutrition Education and Obesity Prevention Program for the period October 1, 2013 through September 30, 2016; and delegate authority to the Director of Health Services or his/her designee to sign and execute any additional forms, documents and/or Amendments as necessary relating to this Agreement. Recommended Action
  1. Approve and authorize the Chair to sign First Amendment to Agreement with the California Department of Public Health to increase contract amount for federal fiscal year 2014-15 by $42,128.17 from unspent funds during federal fiscal year 2013-14 with no change in contract maximum amount, for the Nutrition Education and Obesity Prevention Program for the period October 1, 2013 through September 30, 2016
  2. Delegate authority to the Director of Health Services or his/her designee to sign and execute any additional forms, documents and/or Amendments as necessary relating to this Agreement.

Reason for Recommended Action/Background
The Nutrition Education and Obesity Prevention Branch (NEOPB) is a statewide movement of local, state and national partners collectively working toward improving the health status of low-income Californians through increased fruit and vegetable consumption and daily physical activity.  The mission of the Nutrition Education and Obesity Prevention Program is to reduce the prevalence of overweight and obesity in California residents through education and other strategies.

Yolo County Health Services provides nutrition education and obesity prevention services to eligible Supplemental Nutrition Assistance Program Education (SNAP-Ed) residents in Yolo County. 

Approval of this Amendment will allow Health Services to receive the additional funding and continue to:
• Develop and implement the Communities of Excellence Nutrition, Physical Activity, and Obesity Prevention (CX3) plan;
• Partner with the Women, Infants and Children (WIC) Program to assist local small markets to provide more fruits and vegetables;
• Provide County Nutrition Action Partnership (CNAP) and other partnerships;
• Provide education to low income school age children to increase fruit and vegetable intake and increase physical activity through onsite activities at eligible Yolo County schools;
• Provide education to low income families to increase fruit and vegetable intake and increase physical activity through outreach and hands on activities throughout Yolo County.

Contracting History:
On October 8, 2013, the Yolo County Board of Supervisors approved original Agreement with the California Department of Public Health in the amount of $1,544,553 for the Nutrition Education & Obesity Prevention Program for the period October 1, 2013 through September 30, 2016.
Collaborations (including Board advisory groups and external partner agencies)
Partnerships have been developed with a number of local agencies and organizations who work in concert with Health Services to provide nutrition education services including UC Cooperative Extension, CommuniCare Health Centers, Inc., Yolo County Children’s Alliance, Health Education Council, and Yolo Food Bank.

Further explanation as needed:
No general funds are required for this Amendment.  This Amendment provides additional federal funding from previously approved but unspent funds from federal fiscal year 2013-14 for the Nutrition Education & Obesity Prevention Program.  The department will return closer to year end with a budget amendment if necessary, but given that this is a federal fiscal year program the additional funds will likely be spent in the following county fiscal year.

The term of this Agreement is on a federal fiscal year cycle October 1, 2013 through September 30, 2016.  Below is a summary of the contract changes including this amendment, which brings the total amount to $1,544,553.
