Recommended Action
  1. Receive update on Yolo County Justice Campus Bus Stop.
  2. Offer support to proposed multi-agency strategy and direct staff to proceed with County action items. 
  3. Draft and submit letter of support to Yolo County Transportation District.

Reason for Recommended Action/Background
The combination of the transfer of responsibility for certain adult offender populations to counties through AB 109 and AB 117 (Public Safety Realignment) with certain court decrees regarding jail overcrowding have made considerable impacts on the Yolo County Day Reporting Center (DRC) and Monroe Detention Center populations. More specifically these impacts have created a corresponding need for increased transportation access to and from both facilities by Yolo County Justice Campus clients. With the nearest bus stop currently located at Woodland Community College (WCC), there has also been increasing concern of the impact of clients, who are dropped at the college and walk over to the Yolo County Justice Campus, on the safety and security of WCC.

In recent months, Yolo County staff has worked with the Yolo County Transportation District (YCTD), City of Woodland, and other partnering agencies to develop a reasonable and affordable approach to address the following:
  1. Transportation access to and from the Yolo County Justice Campus for DRC and Monroe Detention Center clients; and
  2. Reducing the need for such clients to use the existing WCC bus stop.

Yolo County, YCTD, and the City of Woodland looked at a range of options, electing to re-establish a route of Yolobus to the Yolo County Justice Campus through a multi-agency strategy to increase transportation access at the Yolo County Justice Campus. The YCTD Board of Directors approved this strategy, including route changes associated with serving the Yolo County Justice Campus with Yolobus route 214 on April 13, 2015. Implementation of the Yolobus 214 route changes are pending support of this strategy by the Yolo County Board of Supervisors.

As a partner in the implementation of this multi-agency strategy, the County would commit to the following items through February 17, 2016, with the opportunity to review strategy results prior to the end of this calendar year.
  1. Working with YCTD to undertake certain engineering and capital work associated with establishing a wheelchair accessible bus stop at the Yolo County Justice Campus, as well as access to and circulation around Tony Diaz Drive.
  2. Installing a YCTD provided bus shelter and ongoing maintenance of both the shelter and bus stop.
  3. Providing a continued commitment to purchase Yolobus passes for Yolo County DRC attendees.
  4. Working with the Yolo County DRC to assure program hours minimize the need for DRC clients to ride the bus when children are traveling to and from school.
  5. Providing transportation access for clients released from the Monroe Detention Center through:
    • Daily Yolobus bus passes to be used by Monroe Detention Center clients who either don’t have transportation or funds to ride Yolobus; and
    • Taxi voucher (good only that day) for rides by attendees who don’t have transportation and need a ride during hours when Yolobus is not in operation.
Estimated costs for the items listed above are as follows:
  • Yolo County Justice Campus bus stop engineering and capital work: $60,000
  • Monroe Detention Center Transportation Subsidy: $30,000
  • The DRC currently provides Yolobus passes to DRC clients at the cost of $60,000 (700 passes) annually.
With the support of this approach by the Yolo County Board of Supervisors, staff will move forward with the implementation of this strategy, which includes confirmation of the County’s participation through a the submittal of a letter of support to the YCTD. The target date for the implementation of the Yolobus route 214 change is August 17, 2015. Full strategy details can be found in the attached April 13, 2015 YCTD Agenda Item.

Engineering and capital costs associated with the establishment of the bus stop near the Monroe Detention Center is a one-time commitment.  Costs associated with the daily bus passes and taxi vouchers for clients released from the Monroe Detention Center is for the remaining months of FY 14-15.  Based on program results and Board approval funding for bus passes and taxi vouchers could be an ongoing at a cost of approximately $30,000 annually.
