Reason for Recommended Action/Background

At the invitation of Supervisor Chamberlain, Mr. Hogan will provide a presentation on soils information from the Natural Resources Conservation Service.  Among other things, his presentation will highlight the potential role of that information in assessing and mitigating the loss of farmland resources to urban development and other projects.  Mr. Hogan will describe the USDA Land Capability Class (LCC) system and its integration into the Land Evaluation and Site Assessment System (LESA), and he will emphasize that the present LESA system is almost 20 years old.  Opportunities exist to:
  • Integrate the LESA system into GIS to produce quick, reliable, and consistent results;
  • Update LESA to include factors not considered 20 years ago (such as a parcel's proximity to existing conservation easements); and
  • Integrate LESA into the County's agricultural mitigation program.

County staff will provide a presentation regarding the update of the County's agricultural mitigation program--including a potential increase in the mitigation ratio--at the Board of Supervisors meeting on May 5, 2015.
