| Recommended Action |
- Conduct public hearing; and
- Approve an Agreement with the City of Woodland regarding the transfer of a portion of County Road 102 to the City and authorize the Chair of the Board of Supervisors to sign the Agreement; and
- Authorize the Chair of the Board of Supervisors to sign a quitclaim deed transferring a portion of County Road 102 to the City of Woodland; and
- Authorize the Clerk of the Board of Supervisors to record a certified copy of the quitclaim deed.

| Reason for Recommended Action/Background |
Transfer of this portion of County Road 102 would allow the City of Woodland to maintain the road to City Standards, as the planned intersection at County Road 25A will primarily serve City residents.
A developer in the Spring Lake Specific Plan Area within the City of Woodland has been approved by the City to construct additional homes in the area northwest of the intersection of County Road 102 and the easterly projection of County Road 25A. Installation of new housing subdivisions in this area will necessitate the extension of County Road 25A, with an intersection at County Road 102. The City plans to eventually install a signalized intersection at County Road 25A. Currently, the City limits end at the easterly projection of County Road 25A. Installation of an improved intersection requires facilities and signage that will extend approximately 1,000 feet south along County Road 102, and into the County-maintained portion of County Road 102. The City has requested that the County quitclaim this section of County Road 102 to the City, as shown in Attachment A. Attachment B is City Resolution No. 6393 adopted by the City Council on March 3, 2015. Transfer of this portion of County Road 102 would allow the City of Woodland to operate and maintain the road section to City Standards.
Government Code Section 25365 permits the County Board of Supervisors, by a four-fifths vote, to convey to the City any real property belonging to the County, upon such terms and conditions as are agreed upon if the property to be conveyed is not required for county use. Government Code Section 37351 permits the City to receive real property situated inside or outside the city limits as is necessary or proper for municipal purposes. The City Council has determined it is necessary and proper for municipal purposes that the City acquire this section of County Road 102. This will not change the city limits of the City of Woodland. A notice of the intended transfer of property was published in the Daily Democrat on April 18, 2015 (Attachment C). See Attachments D and E for the agreement and quitclaim deed for consideration, respectively.

| A developer of the Spring Lake Specific Plan Area within the City of Woodland has paid fees per the Master Fee Schedule for processing these actions. There are no immediate, direct budget impacts from the road transfer to the City of Woodland. However, because a very small portion of state gas tax is apportioned based on maintained mileage, it is estimated that annual road fund revenue will be reduced by less than $300 annually. This reduction in revenue is expected to be more than offset by reduced county road maintenance obligations following removal of this 0.19 mile road segment from the county’s inventory. |
