Approve an agreement between the County of Yolo and Towill, Inc. to provide aerial survey data collection and data analysis services that are a requirement of the Cache Creek Resources Management Plan for an amount not to exceed $130,000 per year for calendar years 2011 through 2013. Recommended Action(s)
Approve an agreement between the County of Yolo and Towill, Inc. to provide aerial survey data collection and data analysis services that are a requirement of the Cache Creek Resources Management Plan for an amount not to exceed $130,000 per year for calendar years 2011 through 2013.
Strategic Plan Goal(s)
This action supports the following strategic plan goals:
• A top quality workforce providing responsive services to provide aerial photography and orthophotography, LiDAR Data, photogrammetric mapping, digital elevation and digital terrain models, and volumetric analysis for the Lower Cache Creek Study Area
• The preservation of agriculture and open spaces by using annual surveys to monitor areas of creek channel migration, specifically areas of significant erosion
• A safe and healthy community by annual evaluation of channel size and ability of the Cache Creek Channel to effectively convey water from high flow events.
Fiscal Impact
No General Fund Impact. Pursuant to the Gravel Mining Fee Ordinance, the purpose and use of gravel mining fees are to fund the implementation of the Cache Creek Area Plan (CCAP) that includes the Cache Creek Resources Management Plan (CCRMP), Cache Creek Improvement Program and administration of the Off-Channel Mining Plan (OCMP).
Reason for Recommended Action/Background
Approval of this contract will allow the county to hire Towill, Inc. to acquire and analyze the necessary aerial photography, elevation data, and volumetric analysis as required by the CCRMP at a cost not to exceed $130,000 annually for calendar years 2011 through 2013.

The CCAP was adopted in 1996 to govern aggregate mining along Cache Creek. The CCAP has a regulatory component, the OCMP, and a creek management and restoration component, the CCRMP. The county is mandated to acquire regular monitoring data such as regular water and sediment discharge data and topographic data showing the erosion, aggradation, and alignment of the low flow channel within Cache Creek. Aerial photography and LiDAR data are used to produce extremely detailed digital elevation and terrain models (DEM, DTM) that identify areas of erosion and aggradation and help the County make responsible management decisions regarding Cache Creek.
Other Agency Involvement
The Aerial Survey Scope of Work and Specifications have been coordinated with the Aggregate Producers through CalCIMA and the CCAP Technical Advisory Committee
