Fiscal Impact |
There is no general fund impact. These are continuing programs and funding will cover the associated costs. The Workers’ Compensation grant finances a full-time Lieutenant assigned 100% and a part-time Deputy District Attorney assigned 50% to the project, the Automobile Insurance Fraud grant finances a full-time Investigator assigned 100% and a part-time Deputy District Attorney assigned 50% to the project and The Life and Annuity grant finances an hourly Extra Help Investigator. We do not anticipate any need for local funding as a result of these programs.

Reason for Recommended Action/Background |
To allow the District Attorney’s Office to reapply, on behalf of Yolo County, to the California Department of Insurance for grant funding to finance the continuation of the Workers’ Compensation Fraud, Life and Annuity Fraud and the Automobile Insurance Fraud grant programs and to designate the District Attorney as Project Director.
In 1994 the District Attorney’s Office was granted authority, by the Board of Supervisors, to combine the Workers’ Compensation and Automobile Insurance Fraud grant programs into one program. The Workers’ Compensation Fraud Unit mainly deals with premium fraud, medical provider fraud and applicant fraud. The Automobile Insurance Fraud Unit deals with applicant and premium fraud, as well as the investigation of stolen vehicles and staged accidents. The Life and Annuity Unit deals with life insurance and annuity financial abuse by insurance licensees or persons holding themselves out to be insurance licensees. Funding levels are based upon caseloads and are contingent on the collection of assessment fees by the Department of Insurance. |
Other Agency Involvement |
Because the grants fund existing programs, there are no new changes that would impact other departments or agencies. The Auditor’s Office handles the financial matters, including the collection of fines and restitution, the County Council approved the Resolution as to form, Probation supervises all defendants as ordered by the court and the California Department of Insurance is the administering agency of the grant programs as well as a partner in some of the fraud referrals. |
