Recommended Action(s) |
- Adopt resolution authorizing the Director of the Department of Employment and Social Services (DESS) to submit to the State of California, Department of Community Services and Development (CSD), a Community Services Block Grant (CSBG) Targeted Initiative (2011-RFA-23) proposal for up to $100,000 for youth services. The CSBG state agreement term would be from June 1, 2011, through June 30, 2012.
- Authorize the Chair to sign any contract resulting from this possible grant and any other forms as necessary to carry out the foregoing action.
- Authorize and direct the Director of the Department of Employment and Social Services (DESS), or designee, to enter into and accept any amendments and revisions of the executed agreement (including exhibits) that are consistent with the Agreement to be placed on file with the Clerk of the Board and any other amendments that have been approved by the Board, upon approval as to form by County Counsel.
- Authorize the director or designee to prepare and sign the Department of Community Services and Development fiscal and program reports required by the potential Agreement.

Fiscal Impact |
Funding is from the federal Health and Human Services Fund and administered by the State Department of Community Services and Development. There is no impact on the county General Fund.
The State Department of Community Services Development can grant up to $100,000 in CSBG funds for program year 2011 (June 1, 2011 through June 30 2012).

Reason for Recommended Action/Background |
This funding would allow us to supplement an existing program that aligns with Yolo County’s 2010-2011 CSBG County Action Plan.
In order to receive grant funds, the State Department of Community Services and Development requires each community organization receiving funds from the Community Services Block Grant to submit a Community Action Plan recommended by its Community Services Action Board and approved by its governing board.
On June 30, 2009, with Minute Order #09-169, the Yolo County Board of Supervisors approved the Community Action Plan as recommended by its Community Services Action Board to fund programs that address the needs specified in items 1 through 3 listed below.
- Fund emergency shelter and transitional housing providers.
- Fund food assistance programs such as food distribution centers, food closets, meal delivery for homebound seniors and disabled individuals, and hot meal programs, and other emergency assistance programs — such as utility assistance and eviction prevention assistance — that assist homeless and low-income individuals overcome barriers to accessing and maintaining permanent housing.
- Fund programs that provide culturally competent self-sufficiency programs for homeless and low-income youth, families and individuals in order to proactively address the root causes of poverty.
On March 4, 2011 the Department of Community Services and Development released a Request for Application (RFA) for Targeted Initiatives and Innovative Projects. This solicitation makes funds available to California CSBG Services Providers to support targeted projects that benefit low-income individuals, families and communities. The completed application was due to CSD by 4:00 PM on April 4, 2011. We submitted the application on time and request that the Board of Supervisors ratify the resolution to complete the packet.
At its March 8, 2011 meeting, the Community Services Action Board (CSAB) voted unanimously to recommend that the Board of Supervisors authorizes the submission of a grant proposal. A subcommittee has been appointed to assist the Department in finalizing a proposal. The planned proposal will be submitted under the category of Youth Development which includes independent living attached with education and /or employment. Because of the short timelines, the Department is requesting the Board grant permission to proceed in the form of the RFA required Resolution.
