Board of Supervisors |
County Administrator   |
|
|
Subject |
Approve the resolution adjusting the County Administrator’s 2010/11 budget to represent receipt of an increase of $189,900 for technical studies and other tasks relating to the Bay Delta Conservation Plan. (No general fund impact) (4/5 vote required) (Blacklock/Marchand) |
Recommended Action(s) |
Approve the resolution (Attachment A) adjusting the County Administrator’s FY10-11 budget (Fund No. 110, Budget Unit 1021) to appropriate receipt of an increase of $189,900 in funding pursuant to cooperative agreements approved by the Board of Supervisors on July 27, 2010 for technical studies and other tasks relating to the Bay Delta Conservation Plan. |
Strategic Plan Goal(s) |
This action furthers the strategic plan goal of financially sustainable county government because it provides outside funding for studies related to Delta policy work. |
Fiscal Impact |
Accepting the funds covered by the cooperative agreements will provide the County with a means of reimbursement for various costs associated with technical studies and other tasks relating to the Bay Delta Conservation Plan (BDCP). While administrative oversight and related County staff time are not reimbursable, the agreements cover all costs paid to outside consultants. |
Reason for Recommended Action/Background |
The County approved the cooperative agreements after finalization of the FY10-11 budget, so the funding was not included in the budget for the County Administrator’s Office. The attached resolution will adjust Fund No. 110, Budget Unit 1021 to account for that increase in projected revenue.
The Board of Supervisors approved the cooperative agreements with the State and Federal Contractors Water Agency (SFCWA) and the California Department of Water Resources (DWR) on July 27, 2010. The agreements provide a means for coordinating on matters of mutual interest, including funding for technical studies related to Yolo County impacts from Bay Delta Conservation Plan proposals. The County has since entered into additional agreements with the University of California, Davis, Northwest Hydraulics Consultants, and Douglas Environmental to facilitate such work. |
Other Agency Involvement |
The Office of the County Counsel has approved the attached resolution as to form.
