Reason for Recommended Action/Background
The Clerk of the Board staff currently expend substantial time and resources processing applications for changed assessments presented to the County of Yolo Assessment Appeals Board.  Additional time and resources are expended by Clerk of the Board staff in monitoring and providing required notices, preparing exhibits for hearing and facilitating the Assessment Appeals Board hearings.  In Yolo County, depending upon the varying number of appeals in a month, between 20% and 50% of a clerk's time is spent processing of assessment appeals.

Many counties have recently adopted filing or processing fees for applications for changed assessments to recover the administrative costs incurred as a result of the services provided during the assessment appeals process by Clerk of the Board staff.  Set forth below, is a chart showing the various fees for the filing of assessment appeals charged by counties as of 2010.

The $45.00 fee provided in the proposed ordinance is consistent with fees being implemented by other counties and is based on the estimated costs of staff time expended by the Clerk of the Board's office on Yolo County assessment appeals.  The proposed ordinance provides for a waiver of the fee in cases of hardship consistent with the waiver of fees and costs provided by California courts.

The Assessor and County Counsel have been consulted with respect to this proposed ordinance.
