Fiscal Impact
No General Fund impact. Future fiscal impact will depend on OES model selected by the Board of Supervisors and possible financial contributions from other jurisdictions.
Reason for Recommended Action/Background
The Board of Supervisors reviewed the draft Yolo Shared Services Program and approved a resolution affirming the county’s support for continued exploration and implementation of shared services at its September 28, 2010 meeting. Consistent with the Shared Services Program, management-level discussions are currently underway between jurisdictions to examine the potential for providing shared emergency services planning and other functions for the cities of Davis, West Sacramento, Winters and Woodland; the County; the Yocha Dehe Wintun Nation; and Yolo County Housing.

Representatives from the cities, County, Tribe and Yolo County Housing last met on Wednesday, March 23 to discuss potential models for restructuring the Office of Emergency Services. At previous meetings, participants discussed regional funding models ranging from a population-based shared cost model, to a menu-driven fee-for-service model. Governance models, including an advisory committee structure and a joint powers structure, were also discussed.

The Yocha Dehe Wintun Nation provided temporary funding for the Office of Emergency Services (OES) for fiscal year 2010-11 with the understanding that these funds would allow time to develop a more sustainable funding model, including a possible shared services model. The total funding required to maintain existing staff levels in OES for fiscal year 2011-12 is $355,698. Projected revenue for FY 2011-12 consists of $171,660 in federal grant funds that require a dollar-for-dollar match and $5,000 in other revenue. The shared services models envision filling the remaining $179,038 funding gap with contributions from the County, cities, Tribe and Yolo County Housing. In exchange, the jurisdictions partnering with Yolo County would receive emergency preparedness, planning, and training services tailored to their local needs in addition to the countywide services OES currently provides in its role as the Yolo Operational Area.

At the March 23 meeting, the Sheriff’s department presented another proposal that would transfer responsibility for OES from the current CAO division to the Sheriff’s department. This model is similar to proposals discussed during the development of the FY 2010-11 budget. The Sheriff’s proposal would maintain OES functions, but assign management responsibility and support functions to existing Sheriff’s department staff. Unlike the regional models, this model would not necessarily require financial contributions from the other jurisdictions. The Sheriff is providing multiple scenarios ranging from a no additional cost alternative to one where each jurisidiction would contribute a small amount to fund a management position, with dedicated OES responsibility, within the Sheriff's Office.

Management representatives from each jurisdiction will meet at the City/County managers meeting on Friday, April 15 with hopes of arriving at a shared recommendation that the managers can bring to their respective governing bodies. This updated information will be shared with the Board, along with a final OES recommendation, at a future Board of Supervisors meeting.
Other Agency Involvement
The Office of Emergency Services, Sheriff's Department and the County's partner jurisdictions have developed and discussed the proposals referred to in this staff report.
